Estonia Expands Strategic eLearning

The goal of the ambitious program, which will continue until 2012, is to establish high quality, flexible, and internationally competitive higher and vocational education that is available to various target groups in Estonia. Because methods of eLearning and information and communication technology are an everyday, inseparable part of the learning process in higher and vocational education, the eLearning Development Centre will provide all these institutions with a wide range of support and services and will influence heads and teaching staff in the educational institutions.
The main attention is on five areas: development and support of teaching staff, development of eLearning content, eLearning infrastructure and learning environments, international cooperation, and briefing work.
In this situation, Blackboard Vista Enterprise Learning System was the appropriate solution to support the project. Vista allows a centralised installation with decentralised administration and support structures. Institutions can set up their own branding and identity, can launch separate study programs, and are able to integrate their domain with the existing IT infrastructure.
Vista also includes a Learning Object and Content repository that allows sharing content all over the universities and vocational and secondary schools. New software and services from Blackboard like Scholar, a social bookmarking tool, are also available for Vista.
Lerneffekt Gmbh, as the official partner of Blackboard in the Baltics and Russia, will help to implement Vista.
