Initiator and consortium leader of the WELCOME project is the "Berufsbildungszentrum Hellweg", the Career Training Center in the area of Hellweg in the German state of North Rhine- Westphalia. Redwood Shores/Paris, September 2005 – Achim Giehr (46) has been appointed as the new Sales Director for the EMEA central region at Saba. In this new role, Achim Giehr is responsible for all sales activities in Germany, Austria, Switzerland, and Eastern Europe. His first objectives include growing the Saba team in the region and moving the Saba Software GmbH head office from Walldorf to the Frankfurt region. 
Berlin, September 2005 – H.E. Hiruy Amanuel, the Ethiopian Ambassador in Berlin, on behalf of the Ethiopian Minister for Capacity Building, H.E. Tefera Waluwa, Rebecca Stromeyer, General Manager of "International Conferences, Workshops and Exhibitions – ICWE", and Leopold Reif of "Hoffmann & Reif Consultants - HRC" have signed a cooperation agreement to inaugurate "eLearning Africa", an annual event on ICT for Development, Education and Training, to be held in Addis Ababa, Ethiopia.

The papers are written by experts about their respective countries, together with one paper that deals with the subject from a transnational perspective. The main question treated and answered in this book is how digital media have contributed to the development of higher education in different national contexts.
